Fragmented capacity & underused digital tools
Local authorities in the Black Sea region often operate with limited staff and outdated procedures. Differences in administrative capacity and the underuse of digital tools hinder effective governance, service delivery and cross-border cooperation.
AI4Capacity provides modern solutions to enhance performance, transparency and efficiency through AI-assisted management tools.
Strengthening public administration capacity with AI
AI4Capacity promotes the Common Assessment Framework (CAF) and Management by Objectives (MbO), enhanced by an AI Suite that supports data-driven decisions, efficient workflows and modern managerial practices.
Alongside CAF & MbO, the EduLab platform and AI4Capacity Network ensure ongoing learning, cooperation and long-term impact across the region.

AI4Capacity delivers concrete digital solutions and capacity-building activities designed for long-term use by public authorities.
AI Suite for Public Authorities
A tailored AI Suite supports the implementation of the Common Assessment Framework (CAF) and Management by Objectives (MbO), helping local authorities streamline tasks, use data more effectively and improve decision-making.
Training & Capacity Building
A structured training package and a 40-hour joint online course prepare 32 core staff members from partner organisations to become multipliers of CAF and MbO in their territories.
Pilot Implementations
CAF and MbO are piloted in four public organisations, allowing real-life testing, experience exchange across borders and refinement of tools and methods.
EduLab Platform
EduLab combines an Open Educational Resource with a Living Lab, offering a space for learning, co-creation, experimentation and continuous professional development in public administration.
AI4Capacity Network
A transnational network brings together local authorities, universities and other public organisations to ensure long-term cooperation, transferability and follow-up actions after the project ends.
Expansion & Capitalisation
Demo days, regional events, training courses for 240 public servants and individual support to at least 40 public entities promote uptake, reuse and scaling of project results.
