What is AI4Capacity?
AI4Capacity is a transnational project that strengthens the administrative capacity of small and medium public authorities in the Black Sea region by integrating advanced Artificial Intelligence tools with modern management frameworks. Through an AI-powered Suite that supports the Common Assessment Framework (CAF) and Management by Objectives (MbO), the project helps local authorities modernize their processes, improve decision-making, and deliver more efficient, transparent public services. AI4Capacity combines training, pilot implementations, and the creation of the EduLab platform—a Living Lab and Open Educational Resource—to promote continuous learning, innovation, and cross-border collaboration. By establishing the AI4Capacity Network, the project ensures long-term sustainability, enabling public servants, institutions, and communities to benefit from improved governance and enhanced digital capabilities.
