AI4Capacity brings together one university and three public authorities from Greece, Bulgaria and Türkiye. The consortium combines advanced AI expertise with real governance experience.

Democritus University of Thrace – School of Engineering
Democritus University of Thrace acts as the Lead Partner of AI4Capacity. Through its School of Engineering, DUTH brings extensive experience in managing EU-funded projects and strong research expertise in artificial intelligence and public sector innovation. It leads the design and development of the AI Suite and EduLab platform, and coordinates the overall implementation of the project.

Union of Bulgarian Black Sea Local Authorities
UBBSLA unites 20 municipalities along Bulgaria’s Black Sea coast and has long-standing experience in cross-border cooperation and local governance. It ensures broad stakeholder involvement, leads capitalisation actions, and supports the dissemination and transfer of AI4Capacity results across the region.

Municipality of Topeiros
The Municipality of Topeiros is a small Greek local authority with substantial experience in national and EU-funded projects. Within AI4Capacity, it provides a real-world testbed for applying and evaluating CAF and Management by Objectives in the context of small municipalities. Topeiros also leads the development of the AI4Capacity Network’s Memorandum of Understanding and the accompanying strategy and action plan.

Catalca District Governorate
Catalca District Governorate represents a medium-sized local authority in Türkiye with strong experience in national and Black Sea Basin projects. It contributes as a pilot implementation site and as communication lead, testing CAF and Management by Objectives in a medium municipal environment and providing valuable comparative insights for the project.
